Garden Park Apartments (Pleasant Hill)

The Garden Park Apartments (GPA) opened in December of 2004 as the first permanent supportive housing program specifically for homeless families with special needs in Contra Costa County.

Garden Park residents have access to many on-site services that assist them with their individual needs. These include:

  • Full time licensed mental health providers for case management, crisis intervention, family counseling and support, and assistance with completing individualized family self-reliance plans
  • Four days per week homework club and pre-school programs focused on measurable academic outcomes, emotional health, and social development for youth
  • Summer youth enrichment programs
  • Educational programs that support employment, healthy lifestyles, and successful parenting and family life
  • Activities and social events aimed at creating a healthy and vibrant community

Located in Pleasant Hill, Garden Park Apartments is close to schools, shopping, restaurants, and local entertainment. The complex has twenty-two one-bedroom and six two-bedroom apartments, a swimming pool, a garden, and a community center. Each apartment comes with basic household furnishings and supplies so that families can move into a truly functional home.

GPA reduces the number of nights that individuals spend in shelters or the street by 25,000 bed nights per year. Since 2004, over 90% of the tenants we have served have remained permanently housed, either at GPA, or in another stable setting.

In the Fall of 2013, the expanded community room was completed for resident use at GPA. This new building offers residents a computer lab, more space for academic programs, and offices to be used for support services. Additionally, there is a new two-bedroom unit for another formerly homeless family. This addition to the GPA will enhance the quality of life for GPA residents and was made possible by generous support from the City of Pleasant Hill, Contra Costa Behavioral Health Services, Lescure Company, Mark Scott Construction, The San Francisco Foundation, Episcopal Charities, HEDCO Foundation, Dean & Margaret Lesher Foundation, Joseph Gorny and Associates, Lafayette Juniors, Lafayette Community Foundation, and our faith communities and individual donors.

Contra Costa Interfaith Housing and Resources for Community Development (RCD) formed a valuable partnership in 2010. RCD is an affordable housing developer, established in 1984. RCD currently provides over 4,000 units of quality affordable housing to low income people. Their building projects are designed to nurture a healthy indoor living space and accessibility to public transportation, employment, retail, and essential amenities.

In response to the critical need for services in East County, CCIH began offering services to residents living at two of RCD’s properties: Bella Monte Apartments (Bay Point) and Los Medanos Village (Pittsburg) in the fall of 2010. In the fall of 2012, CCIH and RCD expanded their partnership with Lakeside Apartments in Concord.

Lakeside Apartments (Concord)

Lakeside Apartments is low-income housing unit located at the end of the Monument Corridor in Concord. It is home to 124 households including sixteen families with special needs. The residents are predominately monolingual Spanish speakers and their children are English language learners.

CCIH offers full time Case Management plus a robust Youth Enrichment program at this site. Youth Enrichment includes homework club, mental health resources, and other enrichment activities for youth of all ages. Case Management focuses on helping residents remain housed and provides assistance in finding resources such as food and clothing. Parenting classes, employment support, and mental health services are also available.

Bella Monte Apartments (Bay Point) and Los Medanos Village (Pittsburg)

In the early to mid-2000’s, East Contra Costa County transformed from a mostly farm and industrial community to a sprawling suburb, attracting families who sought affordable homes in the Bay Area. However, due to pervasive low-wage employment options and the housing market crash, families suffered as many lost their jobs and homes. Impoverished families increased by 10,000 between 2007 to 2010 alone.1

East County was specifically identified by the county as being underserved. The non-profit dollars available to West Contra Costa residents in need surpasses those of East County by an 8:1 ratio, though both areas needs are similar. Moreover, East County has 85,000 more unemployed residents than West County, while getting less than half the resources.2
CCIH is responding to the tremendous need by providing support services at two of RCD’s affordable housing sites in East County.

Bella Monte Apartments is a beautiful 52 unit apartment complex in Bay Point. Los Medanos Village is a newer 71 unit apartment complex in Pittsburg. Both sites offer affordable housing to low-income families and individuals. Case Management and Youth Enrichment Services are available to all 123 families who live at Bella Monte and Los Medanos Village. Youth Enrichment includes homework clubs and other enrichment activities for children of all ages. Case Management focuses on helping residents remain housed and provides assistance in finding resources such as food and clothing. Parenting classes, employment support, and mental health services are also available.
